The expansion of the food program is accompanied by the announcement by the LCBO of the approval of 200 new LCBO Convenience Outlets (formerly LCBO Agency Stores) next year. All alcohol-related transactions with AGCO can now be made online via the web-based iAGCO portal. The LCBO expects all suppliers to comply with the LCBO supplier code (“supplier code”) that is available in the vendor code. The Supplier Code establishes principles that apply to all suppliers (including beverage alcohol suppliers and non-alcoholic suppliers) who wish to establish and maintain a commercial relationship with the LCBO. AGCO is responsible for allowing legitimate grocers to sell beer, cider or wine and ensuring that these products are sold responsibly and in accordance with Ontario`s regulatory framework. LCBO (LCBO) is a Crown corporation in Ontario. In its April 2015 report, Striking the Right Balance: Modernizing Beer Retailing and Distribution in Ontario, the Prime Minister`s Advisory Council recommended that the government allow qualified food stores to sell beer to the public. In Ontario`s 2015 Budget, the government announced that it would make this recommendation and then introduced regulatory amendments that introduced the LCBO as a wholesale supplier of all domestic and imported beverage alcohol to licensed grocery stores. By 2020, there are 450 licensed merchants selling beverage alcohol to consumers in Ontario; the maximum number of food authorizations was reached, in accordance with Ontario Regulation 232/16, for the sale of spirits in government transactions. In addition to expanding the LCBO Grocery Program and Outlet Convenience sites, the Ontario government has passed legislation to terminate the contract with the beer store.
In order to qualify, the grocery operator must have a wholesale supply contract with the LCBO in order to legally purchase beer, wine or cider from the public (or have successfully entered into a wholesale supply contract with the LCBO as part of the LCBO`s competitive allocation process).
